CODE OF CONDUCT AND POLICY OF PUBLISHING ETHICS
Scientific periodical journal "Scientific Notes of Taurida National V. I. Vernadsky University. Series: Public Management and Administration"
General Provisions
This Code of Conduct and Policy of Publishing Ethics define the ethical principles of the activities of the editorial board, authors, reviewers and publisher of the scientific periodical.
The policy is based on the principles of:
academic integrity;
transparency of editorial processes;
unbiased review;
compliance with international standards of publishing ethics, in particular the recommendations of the Committee on Publication Ethics (COPE).
2. Principles of Publishing Ethics
All participants in the publishing process are obliged to adhere to the following principles:
honesty in the presentation and processing of scientific results;
absence of plagiarism, fabrication or falsification of data;
compliance with copyright and proper citation of sources;
avoiding conflicts of interest;
ensuring transparency of financial and organizational procedures;
preventing discrimination on any grounds.
3. Duties of the Editorial Board
The Editorial Board undertakes to:
ensure independent and impartial review of submitted materials;
carry out a preliminary expert assessment of compliance with the journal's topic;
organize a double-blind peer review procedure;
guarantee the confidentiality of manuscripts;
make decisions on publication solely on the basis of scientific quality;
prevent the publication of materials with signs of violation of academic integrity.
4. Duties of authors
Authors of submitted materials are obliged to:
submit original scientific works that have not been published before;
ensure the correctness of data and research results;
properly organize citations and bibliography;
indicate all sources of funding (if any);
inform the editorial board of potential conflicts of interest;
do not submit the same work to several publications at the same time.
5. Responsibilities of reviewers
Reviewers are obliged to:
ensure objectivity and confidentiality of the review;
not use the materials of the manuscript in their own research before publication;
notify the editorial board of a conflict of interest;
provide substantiated and constructive conclusions;
adhere to the established review deadlines.
6. Review policy
All manuscripts undergo a double-blind review procedure.
The decision to publish is made by the editorial board based on:
scientific novelty;
methodological soundness;
correspondence to the topic of the publication;
review results.
7. Open Access Policy
The publication adheres to the principles of Open Access, which ensures:
free access to published materials;
no restrictions on reading, downloading and distribution;
preservation of copyright by authors with licensing of use.
8. Publication Fee Policy
In the case of applying a publication fee:
its amount and terms are publicly available;
payment is made only after the article is accepted for publication;
payment does not affect the review process or the decision on acceptance;
editorial decisions are completely independent of financial aspects.
9. Ethics of corrections and withdrawal of articles
The editorial board reserves the right:
to publish corrections (erratum, corrigendum);
to withdraw articles in case of violations of academic integrity;
to publish retraction statements in accordance with COPE guidelines.
10. Plagiarism Prevention
All submitted materials are subject to plagiarism checking using appropriate software.
If violations are detected:
the manuscript is rejected without the right to resubmit;
or is withdrawn after publication.
11. Confidentiality
All materials submitted to the journal are confidential and may not be disclosed to third parties, except in cases provided for by the review procedure.
12. Final Provisions
This Code of Conduct comes into force from the moment of its approval by the editorial board and is valid until changes or updates are made.
The policy is updated regularly, taking into account the requirements of the Ministry of Education and Science of Ukraine and international standards of publishing ethics.
